Prepare the sugar syrup by boiling water, sugar, cardamom, and rose water. Let it simmer until it reaches a slightly sticky consistency.

Mix khoya, flour, and baking powder to form a smooth dough. Add milk gradually if needed. Knead until soft and pliable.

Shape the dough into small, smooth balls. Heat ghee in a pan and fry the balls on medium heat until golden brown.

Drain the fried balls and immediately soak them in warm sugar syrup for at least 2 hours before serving.
